Sadly, no. The authorities are actually pretty prone to pretending the car is its own being with its own responsibility for its own actions, instead of blaming the people operating the cars when they kill others. Blaming one vehicle operator for one accident at a time, with no blanket rule, is about the best they seem able to do.
