I was curious about the article cause I didn't think newsweek was that biased.
The author is a psychologist who has focused on sexual orientation, and claims sexual orientation is most likely establisher in utero (nature rather than nurture). However he's definitely been involved in some scandals, enough to have a whole wiki page. Additionally it sounds like he has very unorthodox methods of conducting his studies (seems like very loose with statistics and purity of studies).
Overall, really bad article title and probably a guy co-opoted for this message cause he's had some beef with the larger field.
I think the core takeaway is your shouldn't outsource core capabilities. If the code is that critical to your bottomline, pay for quality (which usually means no contractors - local or not).
If you outsource to other developers or AI it means most likely they will care less and/or someone else can just as easily come along and do it too.
