The carve outs are somewhat reasonable, airport/theme parks restaurants for instance are already ridiculously overpriced partly because of the absurd concession fees they pay to exist there, adding a huge wage increase would really be difficult to manage. Restaurants like coffee shops in grocery stores or theme parks are usually store/park employees already, no? I don’t know the deep details but these carve outs seem somewhat reasoned thanks to different wages possibly already being paid…I’m sure there is room for someone to get screwed though. Most bombing is. Firebombing of Dresden for example. The V2 bombs falling randomly on Londoners. I’m not in any way trying to handwave away your premise at all, just offer that war is hell and civilian targets are always targets to reduce the opponent’s will to fight. In historic times we’d burn the town and light the fields on fire, starving the population. WW2 firebombed cities. Even today nuclear weapons would be launched at strategic military targets, critical infrastructure, and city centers. War crime? I guess. Seems like plain old war, even if the US used the weapon that dialed it up to 11 first. (IMO nukes shouldn’t exist on any arsenal, but it’s not up to me)

Right. Think of all the few times you might need to buy something truly cumbersome and bulky that can’t realistically be brought home via mass transit. Now, think of how much it might cost to have that item delivered - a service readily available in cities.
Calculate up how much a car costs, insurance, fuel, maintenance, and parking, and to be fair, subtract mass transit costs.
Compare that to the rare delivery.
See if you’re better off, saving money, not having a car.
On the rare occasion you do want a car for long-distances not practical by air or other transit, rent one.
Source: lived in a major metro area. Car was a real burden having the expense of it, parking it, and having to be on watch all the time for street sweeping or snow days where you couldn’t park on the street. The subway was cheap, accessible, and far quicker than driving the vast majority of the time.
