I guess I am not clear what is meant by “handle the processing of people as they complete the immigration process”. In Canada, things like applications and forms are handled by IRCC, the immigration ministry. Other than that, there is CBSA, which is like your CBP, but we don't have a specialized interior immigration police.

No there doesn't. We don't have anything similar like a dedicated anti-immigration police in Canada or in the EU. There are border protection agencies and there are immigration bureaucracies, but this special immigration police thing going on in the US, is not a thing.
I think I understand what they mean. Trump is not a racist ideologue. He's not a "capital R" Racist, the way Hitler was. He's racist and his racism influences everything he does of course. Frankly, I have way more often ended up scratching my head for some cryptic piece of syntax than the opposite. Sure I could sit down and spend the rest of my life learning each language designer's favourite syntax optimisations, but I kinda don't want to. I'm a human, not a parser.
And frankly, a good IDE editor should be able to fold/unfold verbose syntax. Better for it then to be there and folded, than for it to not be there and for someone to have to work backwards the intendrd meaning of every single line of code.
