Correct. They are getting bailed out, the terminology from using buckets to keep a boat afloat, hence the usage in this context. They are attempting to keep the industry afloat. Farmers bale things.
Taco Bell (here) does not. They expect you to use the filthy kiosk and then eat with your hands. I am surprised that there hasn't been some kind of outbreak from this.
Dame here. It kind of sucks and isn't worth going to more than a couple of times unless you have a giant wad of cash burning a hole in your wallet. They have permanent buildings and all of the acts and shops are the same every year.
This is why templates exist. It is dead easy to find one that looks decent enough and it takes very little to use one.
