With the initial suggestions regarding nozzle cleaning, I watched a couple YouTube videos and did a cold pull on the nozzle. Additionally I did also scrub the plate with dish soap and got it nice and purdy clean. The initial few layers now are going - dare I say - ideally.

You're getting static shocked, not electrocuted (hopefully).
As was already said, ADHD is not imbuing on your person a static charge. Either you wear clothing that has a higher predilection toward generating static charge (wool for example), or perhaps you scuff your feet along the floor a lot when you walk, or some other reason. It's far more likely to be a behavioral cause than it is a biological one.
Man that sucks. A Chamber of Commerce ought to do much more than that. For instance, ours has always been a great resource for us. Frequently it's networking events and such, but if we ever need anything, they find the people to help. When we needed capital they figured that out for us too. Our CoC has been an amazing partner for four years now and I highly doubt we'd ever consider leaving.
