That is generally how the system works. Voting is just the bare minimum, engaging with the system is how we really "do" politics. It's no wonder they make it so difficult to do so. Also why the retired have so much sway.
I wouldn't say nobody uses it. In the nineties we had the option to take a vaccine (don't know which one. DPT? variola?) through that pistol thing or a regular needle. That thing hurts more, and leaves a bigger mark/scar than the needle. But it's faster as vaccination teams don't need to spend time discarding sharps.
