I don't consider an optional ui used by optional instances with an optional and clearly labeled feature that enables an optional GUI toggle that allows users to control a filter that does not actually ban anyone to be "malware"
Honestly if someone is literally asking to get put on a list of toxic users I see no reason they shouldn't be accomodated, it will be doing a favor to those of us who appreciate having the feature.
