not all parents are savvy enough to know how to do it.
not all parents have the parenting skills to do it, because they were not taught them in the first place.
not all parents can always monitor their teen kids 24/7, because they might work multiple jobs and teens have (and rightly so) unsupervised time.
also, you can teach them how many times you want that porn will fry their brains, but good luck reasoning at a logical level with a horny teen. Even before internet we managed to find and pass around porn mags, so it's as pointless as the war on drugs.
some time ago I saw an homeassistant customizatoin where the smartplug for TV would turn on only after the child confirmed they completed a bunch of tasks (homework, putting away toys etc). Sure they could "cheat" but that would just trigger a total ban for a month.
