WHAT. if I know sites I don't want to go to, or stumble across a site I don't like, I can absolutely keep a running list of sites to block.
Of course you can't block all bad sites all the time, it's a never ending list, that's not exactly what OP is asking for. What they are asking is doable with a little work.
Do you think all those websites are legit? In your language even? I got a phishing email that redirected to 4 different sites before landing on a fake login page. Who do you think adds all the ad serving sites to block lists?
They're manually curated lists, freely available for services like pihole. How do you think ads get blocked by DNS? Someone, usually social networking communities and groups, builds them manually as they're found and updates them.
When my brother was around 12, he was standing still, then burst into movement, had socks on while standing on tile floor and his hands in his pockets. His feet went backwards and face planted him on the tile, landed directly on his chin.

ISPs should have ZERO say in what sites you can/cant go to. If it's a site with illegal content, ISPs should work to get the domain blocked and taken down and go neutral legal routes, even in instances of CSAM, without blocking individual visitors. Clearly CSAM the police can go further and bring charge and an investigation.
when Comcast says you can't go to sites with Nintendo rom hosting, warez or torrents, then weve reached a new peak of authoritarianism and censorship.
