Leavitt, who claims she was a witness to the interview, went on the attack toward the reporter.

It's not transferable. She gave him the gold trinket because that's how you play Trump, but Trump doesn't get the actual peace prize assigned to him. People in here talking as if Trump actually got it.
There were two parts to this. First is criminal and second is civil, you even used the word "also" to separate them.
Criminal: Again, Trump can preemtively pardon him and all of ICE. And the supremacy clause will be in play determined by the court. That's the whole point.

Administration does not matter. 2) federal criminal charges. Trump will likely preemptively pardon him. So future DOJ (appointed by future administration) will not be able to federally charge him. Civil: I don't think civil charges are what anyone wants here. If you are satisfied with possible civil charges, you are missing the entire big picture.
