I'm not a legislator, so I don't know what enforcement mechanisms should be. But what I do know is that anything that eliminates this blatant theft from consumers would be a good thing.

I actually went to meet another cat, Nebula, but I drove a long way so I accepted when they mentioned meeting him. When he was brought out to meet me, he was nervous but immediately gravitated towards me! He would wander a bit, and then come back to rub on my hand. He also seemed playful and very good with being handled, so he was exactly what I was looking for!
