I really don't think hard alcohol and having sex are a fair comparison at all. The worst that could happen with sex is a pregnancy, and there are several solutions to that even if you don't want to deal with another child.

IMO the worst that could happen with hard alcohol is much worse than public intox. Of course it depends on the kid but I'm thinking of hanging with the wrong crowd or street fights and such.
Yes, becoming a parent is a huge deal. But nobody forces you to be one. There are contraceptives for after having sex, there is abortion and there is adoption.
I agree you shouldn't provide the drugs for your child. However, if my 17yo child were to ask me for a drug test kit (eg. to check that there's no weird shit in the weed) I'd happily provide. Same with condoms. I won't encourage them having sex, but providing a space safe to do so is not facilitating. It's keeping your kid safe while they are doing something that you can't stop them from doing.
