    Where I am, the Philippines is one of the top exporters of professional labor -- including medical -- and often they don't come back because of low wages regardless of the job... unless the individual is amoral and capable of cunning; politicians, certain bureaucrats, high-ranking police and military officers, and their oligarch friends are just on top of the food chain.
