Both statements are false. Horsey and co changed but only in a superficial way, they're still absolutely deplorable garbage. Trump is too stupid to learn, his motivation is somehow less than one dimensional, he couldn't change for a bajillion dollars but he'll happily lie to your face about it.
The replacing part is the problem. Using a local system to help is fine, but it still requires humans who know what they're doing and what they're looking at.
