When I dipped my toes back in the Lemmy pool I was able to gather from bits and pieces he got approved for a visa and was moving to the UK. He was still posting regularly but seems to dropped of pretty suddenly 3 months ago

Agreed - Malicious compliance would typically involve the requestor having some sort of authority through command structure or regulatory enforcement. This just sounds like a miscommunication
