I thought about how to game this. If you're running the election you'd make the number of points really small so that people would have to choose between an agenda item or several or your pick or you do a prime number times a perfect square, for example 5×9 that way voters can't put more than 9 in any category without it not resulting in a perfect integer. Of course you say that resulting vote could result in integer values.
More like we will need a game plan for them. Best I can say is that admins should be open about whatever legal troubles they get into and we should have redundancy in as many countries as possible.

im thinking of something more like a browser extension that modifies webpage with recommendations, so far its 1 person (myself) then build up from there. i dont think peertube instance would have to be involved outside of just giving the meta data for local videos
