That said, in any case such an intervention would be done by either ICE or red state National Guard units; the people controlling Trump would be utterly stupid to send the military.

Why not? These laws exist the make the rich more money; if the interests of the rich people trying to make money change it's very possible for the law to change to match that.

Not necessarily, depends on which party is in favor at the time (assuming democracy is still a thing and all that). Pennsylvania is a swing state, so if the political climate is right he could very well run as a Republican and win.
