Some people care about nothing but themselves, once they are done with something they will destroy it or damage it so nobody else can have it or the use of it. It's kinda like the kid who would spit on their food even if they didn't want it so nobody else would want it.
Reminds me of the crap that happened a few years ago with teens going into stores and recording themselves opening up the ice cream, licking it, then putting it back in the freezer.

Since she was a juvenile she only got 30 days. But it encouraged others to do the same thing for their attempt at 5 minutes of fame.
I'm not sure if there is an official term for it, but it falls under pure "spitefulness" or a "dog in the manger" mindset.
Everyone did stupid stuff when they were young, but there's a big line between kids making noise out of boredom and people acting with total spite toward total strangers. Doing things that can cause direct physical harm to others and acting indifferent about it seems to be more common these days. The number of hit-and-runs in the news is a simple way to track it, IMHO.
