Part of the problem is that half of the loud vehicles in my area are just broken. It costs money to replace broken exhaust but it's free to leave it loud, unfortunately.
Also, many places have noise ordinances that are probably just not enforced. One in my local area is based off complaints so people would need to call and lodge one before enforcement has the chance to happen.Then it says the police will investigate. A good joke, certainly.
