Gonna have to fight tooth and nail to get any other system implemented. I say this as someone that voted for RCV in San Diego county. It passed. We have had multiple elections while the lawsuits are working their way through the courts because the San Diego County Registrar of Voters has refused for multiple elections to move off of FPTP. The Mafia has been buying all our government for decades. We're just one of several counties that passed RCV at the county level. From what I understand, LA county and Sacramento county actually passed and implemented it, but I don't actually know. They're the only two counties out of something like 8 counties that voted RCV in, and then actually implemented it.
Oh, I don't expect it to happen, I'm just pointing out that it still exists and takes care of some of that functionality. I don't think I've ever seen gifs, videos, or screen sharing implemented in IRC.
